Middleton Select Board Revises Police Station RFP, Drops $1 Million Minimum Bid

MIDDLETON — April 22, 2026 — Middleton Select Board approves revised police station RFP, $4.8 million bond note, and food pantry license. The board voted unanimously Tuesday to reissue a request for proposals for the former police headquarters at 65 North Main Street after an earlier version drew zero responses; the revised document drops a $1 million minimum bid and eliminates a narrative requirement, weighting bids on price alone, with responses due in early June. The board separately approved $4.8 million in bond anticipation notes — $4 million for the municipal campus project, $800,000 for the Fuller Meadows School roof and HVAC design — at a net interest cost of 2.5139 percent, the best of five competitive bids coordinated by Collector-Treasurer Nick Federico and Finance Director Sarah Wood. Town Administrator Justin Gilmore noted the borrowing is less than half of the $10 million voters had authorized for the campus. The board also signed a licensing agreement placing the Middleton Food Pantry in Room 103 of the new town hall at $1 per year for an initial five-year term, after a board member successfully pushed to include the dollar figure explicitly. Owner's project manager Brian LaRoche of PCA 360 reported approximately $2.7 million in hard-cost contingency remains, with final Route 114 paving expected late June or early July once utility work in the roadway is complete.
